Detect silence in WAV file?

I'm trying to identify periods of silence in a WAV file, ideally with some ability to set a threshold so background noise isn't interpreted as sound. My objective is to analyze (legal) recordings of phone calls and determine what percentage of the time neither party is speaking.

Can someone point me in the right direction?

No takers on this? All I need is a gentle push in the right direction.

Seems like part of the problem is that the WAV I'm dealing with is GSM 6.10, and therefore compressed. Maybe the process would be easier if I could convert to a different format?

Definitely you should work on uncompressed audio data.

I'm not tried it personally, but I think you can simply check the amplitude of the audio wave to find silence (or better to say low volume sound).
