Run one times and active it

Hi,

how we can to make a program to able run only one times, if user click to this EXE file then our program active.

what is the best way for run one instance of our program to be able to active if that is running??

here can see sample of other programming language.( download: http://rapidshare.com/files/413847775/22.cls you can open it with notepad or ...) . but i want to make it in Delphi.
